In 2002 the Citizens’ Service Centres (KEP) were established, under Law 3013/2002, art. 31 (Government Gazette 101/A/2002).
Their mission is to provide administrative information and to handle citizens’ cases, from the submission of the application until the issue of the final act, in cooperation with the services responsible for each matter.
Their philosophy is: «documents move, not citizens», aiming to tackle the problems citizens face in their dealings with the public sector, to reduce bureaucracy and to simplify procedures. In other words, the KEP act as intermediaries between citizens and public administration. They inform citizens, help them gather the necessary information and documents, and send the completed file to the competent service, which examines the request on its substance, as the only authority able to issue the final administrative act.
There are two KEP offices in Alimos, one in Kalamaki and one in Ano Kalamaki.

WHAT THE KEP DOES
- Informs citizens about the steps required to complete administrative matters
- receives citizens’ applications for more than 1,000 certified procedures certified by the Ministry of Administrative Reform. For procedures that are not certified, the KEP does not receive applications but provides administrative information only.
- Provides application forms, in accordance with article 3, par. 3 of the Code of Administrative Procedure (Law 2690/1999).
- Checks that applications are complete and, where supporting documents that are not submitted with the application are required, the KEP requests and receives them from the competent services by any appropriate means, after the citizen’s authorisation.
- Forwards complete case files to the service responsible for handling them, by any appropriate means. The final document is sent by the KEP to the address given, by registered mail with cash on delivery.
The KEP also provides the following services:
- Certification of copies of administrative documents (where still required)
- Certification of authenticity of signature
- Issue of fee stamps, duty stamps and solemn declarations
- Issue of tax clearance certificates through the electronic connection with the TAXIS system.
For certified procedures, citizens are now served entirely from a single point (one stop shop), instead of having to visit different services for different information. This is the principle on which the KEP operate: complete service of the citizen from one workstation.
HOW THE KEP WORKS
Citizens are informed on the spot by KEP staff about all matters of public administration. If they wish to submit a request concerning one of the more than 1,000 administrative procedures handled by the KEP, they address a member of staff who, in the citizen’s presence, completes the relevant electronic application. The application is then sent through the KEP to the competent service, where it is registered.
The KEP follows the case through to the end, sparing the citizen any further visits and inconvenience. Once the procedures are completed, the citizen can collect the reply from the KEP.
PLEASE NOTE:
Citizens must come in person to the KEP for any case, always carrying an original identification document. (Police identity card, valid passport, driving licence or health booklet)
Alternatively
Citizens may submit their application online through the portal: www.ermis.gov.gr and ask to collect the reply from the KEP of their choice. The first time, they must come in person with their identity card (or valid passport, driving licence or health booklet) so that their identity can be verified. Once verified, citizens can submit applications online and receive the reply online as well, in their mailbox on the ermis portal, without having to visit the KEP at all.
